Answer: It's the old Singer Building of Saint Petersburg! The sewing company wanted to build a skyscraper, like the one in New York City, but because of regulations could not build anything over 22 meters high. The architect cleverly designed the glass globe dome at the top of the building to give the impression of it being a skyscraper without blocking the view of the many other beautiful city buildings.
